Charlie Feinstein joined De La Rosa & Co. in 2008, after 11 years serving as financial advisor to school and community college districts at one of California's largest financial advisory firms. As a member of the De La Rosa Education Finance team, Feinstein has contributed to the firm's successful underwriting of more than $10 billion of debt offerings for California school and community college districts.  During his career, he has worked with more than 150 districts across the state to issue more than $4 billion in securities to build and modernize facilities and for cash flow.

Feinstein has focused on the use of general obligation bonds to create significant General Fund relief through capital projects and on creating general obligation bond technology endowments. He also has significant experience in structuring and issuing certificates of participation, lease revenue bonds, Mello-Roos bonds, Qualified School Construction Bonds, Build America Bonds, bond anticipation notes, and tax and revenue anticipation notes.

Feinstein received an MBA with a concentration in Finance from San Francisco State University in 1997, and Bachelor's degrees in Economics and Political Science from the University of Oregon in 1991. He holds Series 52 and 63 licenses.
