Scotte Carter is a 20-year veteran of institutional sales with taxable products, and has extensive experience with U.S. Treasury, agency and corporate debt. Carter's primary focus at De La Rosa & Co. is on California municipal entities. He is well versed in GASB rules and regulations.

Before joining De La Rosa in March 2007, Carter was a Senior Vice President with Wachovia Securities, and previous to that, a Senior Vice President with Jefferies & Co.

Carter earned degrees in Finance and Marketing from the University of Denver, where he also minored in Economics and Statistics. He is registered with the NASD and holds Series 6, Series 7 and Series 63 licenses. His personal interests include cycling, chess and enology.
